The only reason I'm more hesitant to take Palmer over him is due to the fact that Carson has had much better weapons throughout his career than Roethlisberger has ever had. He had Plex for 2 years early in his career, but other than that, he has never had a deep threat that can even clean CJ's jock. Hines is comparable to TJH in the posession category. I'd say that's a pretty good top 4 with the top 2 being interchangable and the bottom 2 being interchangable.
He gets put down because he got a label early on of being a "game manager." Which I think is pretty unfair considering he took the same team that went 6-10 the year before to a 15-1 record(the one loss was when Tommy Maddox was still under center). I'm not saying he did it all himself, but to say he did nothing but hand it off early in his career is ludicrous.
