Im confused Legality, and WSEX

So, first off, I pulled out of gambling, mainly because I thought that bill that was passed made it illegal, yet I still see all these companies catering to the US market, is it still illegal, or did I miss some type of bill that rescinded that?

Also (given it is legal now) does anyone know much about world Sports exchange?
