Pittsburgh is a 2.5-point road favorite over Cleveland on Thursday Night Football with a total of 38.5 — the lowest total on the Week 4 board. My play is the Under.
The head-to-head history is where I start. The Under has hit in 22 of the last 36 regular-season meetings between Pittsburgh and Cleveland — that’s 61%. Sample sizes matter, and 36 games across multiple coaching regimes and rosters is a substantial run of data. When two AFC North rivals consistently produce low-scoring games regardless of who’s on the field, that’s a stylistic identity that shows up specifically in this matchup.
The total is already the lowest on the Week 4 board at 38.5. That’s the market recognizing what history tells us — this game doesn’t produce shootouts. Both teams play physical, defensive-oriented football with limited offensive explosiveness, and the resulting games consistently fall under expected totals.
Now consider what both defenses have shown in Week 3. Cleveland allowed just 4.9 yards per play to Carolina in a win — that’s elite defensive efficiency. They generated three sacks and forced Deshaun Watson to face pressure that stopped drives. Mason Graham has emerged as a legitimate defensive force with four sacks this season, and he’ll be a specific problem for a Steelers offensive line that has been vulnerable through three weeks. That pressure translates directly to sacks, hurried throws, and interceptions for Aaron Rodgers — who has already thrown 3 INTs across his last two games.
Pittsburgh’s own defense has been improving. They generated two takeaways against Cincinnati in Week 3 and have six for the season. Against Watson — who has been up and down all year — the Steelers should be able to force turnovers and short-field situations. Deshaun Watson’s inefficiency limits Cleveland’s scoring ceiling, meaning Pittsburgh’s defense doesn’t need to be spectacular to keep the Browns in the mid-teens.
Weather is a real factor for Thursday. Cleveland is forecasting a 43% chance of rain with wind gusts up to 22 mph. Rain and wind at Huntington Bank Field will slow the passing game, force both offenses to lean on the run, and typically produces games where total scoring is 6-10 points lower than the market expects. Both teams’ passing offenses will struggle with slippery balls and unpredictable wind currents.
Aaron Rodgers’s Week 3 performance was impressive (30 points, 3 TDs), but that was against a Cincinnati defense that had ranked among the weakest in the league. Cleveland’s defense is a completely different challenge. Rodgers’s ceiling in this game is probably 21-24 points, not 30. And Watson’s ceiling is 13-17. That puts total game production in the 34-41 range, with the middle scenarios (35-38 points) landing squarely under 38.5.
Realistic outcomes: Steelers 20, Browns 13 (33 total); Steelers 24, Browns 14 (38 total); Steelers 17, Browns 13 (30 total); or Steelers 24, Browns 20 (44 total, over). Three of four scenarios stay under 38.5. Only if the weather cooperates and both offenses find rhythm does the total push comfortably over.
