Thursday night’s preseason finale at Allegiant Stadium has one of the more dramatic line moves on the Week 3 board, and the situational factors backing it up make this one of the cleaner plays on the slate.

The Raiders are 3.5-point home favorites over the 49ers with a total of 37.5. This game opened with Las Vegas as a 1.5-point favorite and a total of 38.5. Since then, the spread has moved a full two points toward the Raiders, and the total has dropped a point. Sharp money has been on the Raiders side of the spread all week, and once you understand what’s happening with the 49ers over the next two weeks, the reasoning becomes obvious.

Let’s start with the biggest factor pushing this line.

The 49ers open their 2026 regular season with an international game in Melbourne, Australia against the Los Angeles Rams. That’s the reality Kyle Shanahan is planning around for every single preseason decision. International travel is brutal — 15+ hour flights, dramatic time zone shifts, and unfamiliar practice facilities. Shanahan is not going to expose any of his key starters to injury risk in a meaningless preseason game the week before he has to fly them to the Southern Hemisphere. Brock Purdy played exactly one possession in Week 2. He’s not playing Thursday. Christian McCaffrey isn’t playing. Deebo Samuel isn’t playing. The 49ers are running out their entire backup rotation and treating this game as pure roster evaluation.

Shanahan has demonstrated this exact preseason approach year after year, and now he’s got the added incentive of the Australia trip to make him even more conservative than usual. The 49ers are, essentially, hoping to get out of this game without any injuries and without any real effort.

On the other sideline, Klint Kubiak is running his final preseason tune-up as the first-year Raiders head coach. Las Vegas has a different approach — they’re building an identity, evaluating their top-overall pick Fernando Mendoza against real competition, and Kirk Cousins is expected to get at least some meaningful snaps as he prepares for the regular season. Kubiak has been aggressive about giving his key players preseason reps, and this is his last chance to see them live before Week 1.

The Raiders also have real momentum from Week 2. They fell behind 14-0 early in Houston after Mendoza threw a pick-six, but rallied to win 22-20 on a 1-yard Aidan O’Connell touchdown plunge with 14 seconds remaining. That’s the kind of comeback win that builds team chemistry, and it happened with backup quarterbacks and second-string skill players doing the work. Now they get to play at home in front of a Vegas crowd against an opponent that has already checked out of preseason mode.

The 49ers’ Week 2 was actually impressive statistically — they beat the Chargers 41-17 as 2-point road underdogs, with Adrian Martinez completing 8-of-17 for 57 yards with a touchdown pass and adding a rushing touchdown. But that game was more about San Francisco’s depth players getting extended chances against a Chargers team also running backups. Thursday’s game is different because the Raiders are going to be treating it more seriously than the 49ers are.

Vegas heat is another factor. Kickoff is at 5:00 PM local time in a stadium where the temperature outside is 107 degrees. Even with the roof closed, the internal environment at Allegiant will be challenging for visiting players who haven’t been acclimated to that kind of heat, and second and third-string 49ers who are trying to make the roster will feel the toll faster than the home team’s rotation.

The 3.5-point spread makes sense given the situational asymmetry — one team is fighting for roster spots and momentum, the other team is trying to survive uninjured through the preseason finale before an international trip. Getting the home team laying a field goal and a hook in that spot is exactly the kind of value the sharp money has been backing.

I looked at the total too. It moved from 38.5 down to 37.5, which is minor but points to a slightly under-leaning market expectation. Both teams cycling backup QBs typically produces low-scoring games, and the Under has a legitimate case. But the side has the clearer signal with the line movement and the situational edge.
